中文摘要 | 水庫可蓄存豐水期多餘的河川流量,留待枯水期使用,具有蓄洪濟枯、調節供水之功能。亦可於颱風或暴雨期間,吸納洪水、兼具防洪機能。水庫運用規線系規範水庫蓄水、供水與防洪等操作之原則,國內現役水庫之運用規線大部份是由模擬法分析而得。本篇亦採用模擬法研擬水庫運用規線,並以苗栗縣鯉魚潭水庫為例,說明其分析方法與應用。 本篇應用之規線研擬方法,可作為擬訂水庫運用規線之參考,經分析結果,顯示藉由規線的早期發現功能,確能及早因應缺水危機。惟水庫用規線頻受水文變異與社會層面之影響。所以要完成一組可適用任何狀況之運用規線,誠屬不易,但這仍是繼續努力的方向。 |
英文摘要 | The function of reservoir is to store streamflow in the wet season, and supply in the dry season. Besieds, reservoirs afford to catch the flood when a heavy rainfall event happens. The reservoir rule curves are the guideline that water supply and flood control have to follow. In Taiwan, most rule curves of the operating reservious are decided from the simulation method. This paper applies the same method to Li-Yu-Tan reservoir, located at Miao-Li county, central Taiwan. This paper leads to a conclusion that the rule curves can be applied to reduce the impact of water deficit interval. It is due to the early warning function of rule curves. The method this paper applies, is popular and applicable widely in the process of making rule curves. However, it is difficult to make a perfect rule curves to fit all possible operating conditions. Due to the reservoir operations are often involved the both impact of streamflow variability and social factors. That is why this is a worthwhile problem. |
