中文摘要 | 本文主要係以全面品質管理(Total Quality Mangement-T.Q.M)應用在校園危機管理,來提昇校園危機管理的品質,以建構安全舒適及無威脅性的校園環境。本文首先說明全面品質管理的意義與內涵,其次說明校園危機管理的特性,意義及運作,最後則以全面品質管理的理念,提出對校園危機管理的建議,以作為學校有關人員之參考。此七項建議為: 一、與社區及學生家長建立夥伴關係,落實「全體成員參與」 二、凝聚共識,建立學校共同願景 三、塑造專業文化,建構學校成學習型組織 四、建立以學校為本位的教職員進修制度,提昇危機應變能力 五、建立回饋與評鑑機制,妥善控制危機 六、加強危機意識,建立預警與監督機制,思患預防 七、建立資源網路系統,妥善管理危機 |
英文摘要 | The purpose of this paper is to use the spirit of T.Q.M on campus crisis management. It intends to improve the quality of campus crisis management and to build a safe and comfortable campus environment. First, this paper explains the meaning and content of T.QM. Then it explains the characteristics - meaning - and operation. At last it offers some suggestions: First, to build the parmership with community and students' parents. Second, to have the same vision. Third, to shape the professional culture and construct learning style organization. Fourth, to build the teacher advanced study of school-based and improve the adaptable ability. Fifth, to build the system of feedback and evaluation to control the crisis well. Sixth, to strength the concept of crisis and to prevent the happening of crisis. Seventh, to build the resource network in order to manage the crisis well. |
