中文摘要 | 人力資本理論應用於國家總體經濟、組織與個人等三個層次的分析,在最近已成為值得重視的趨勢。然而,國內相關研究中,以政府部門為研究對象者卻近乎付之闕如。 本文主要目的就在於透過文獻探討法,以對於政府部門之人力資本理論與應用之相關議題,進行探索性的研究。本文首先闡述人力資本觀點之盛行,主要肇因於人力資源觀點不足與知識經濟時代來臨兩項因素,並對於國內外相關研究概況作一整理與分析,繼之,則對於人力資本之內涵與主要面向予以論述。進而指出人力資本理論應用於政府部門具有形塑績效型組織文化與促成能簡型政府之價值,而此,主要是源於1.人力資本政策與政府績效目標連結更為緊密2.政府人力政策更為核心能力化、彈性化與分殊化兩項人力資本理論應用於政府部門兩項意涵而達成。最後,則提出我國政府部門應用人力資本理論之政策建議。 |
英文摘要 | Human capital theory has been applied in the analysis of macro economics, organization, and individual recently. However, relevant studies emphasized on the human capital theory and application in Taiwan government are so scarce. Therefore, this report tries to explore some important issues about human capital theory and public sector. Using literature review as my studying method, this report mainly discusses four issues: the popularity of human capital perspective, the essence and main dimension of human capital, the implication of human capital applied in public sector, and providing feasible policy suggestion about human capital theory applied in Taiwan government. This thesis indicates the popularity of human capital theory was influenced by the lack of perspective of human resources and the advent of knowledge economy, and the main dimension of human capital including competence, behavior and timing. This report verifies the application of human capital in public sector is possible. Moreover, this comments of human capital theory applied in public sector will bring two implications: the connection of human capital policy and government’s performance goal will be more closely, and the human capital in government will be more core-competence orientation, flexibility, and difference. Finally, it suggests human capital theory applied in Taiwan government can be designed from the whole national personnel institution, individual organization human capital management strategy, and organizational culture. |
