中文摘要 | 本文旨在研究於我國現行交通執法體制下,在實務運作上所遭遇的困境,若未來成立交通警察局,則其主要之專業功能及組織架構應如何?方足以達到專業化交通執法目標。經比較我國、日本、韓國、新加坡、美國及香港地區等國家之交通警察組織,發現在亞洲鄰近先進國家、地區中,多設有健全完整的交通警察組織體制,俾能實現人、車合一管理、推動交通刑事、強化肇事鑑定、發展交通執法科技等。茲借鏡各國交通執法專業之發展及我國未來之需求,本文建議在符合經濟效益及資源共享原則下,成立隸屬中央之「交通警察局」,地方之各縣市警察分局成立交通組,並強化交通隊之組織功能,俾有效改善日益嚴重之交通執法專業化問題。 |
英文摘要 | This study focus on investigating if the possible difficulties in practicing traffic law enforcement from the establishment of future Traffic Police Bureau (TPB) in Taiwan. Through collecting related structures and organizations of TPB from Japan, Korea, Singapore, America, and Hong Kong, the comparisons showed that most of these countries have developed a well-established TPB or related systems. In addition, these TPB or related systems have also function very effectively in practicing traffic investigation, accident identification, and in developing the technology of traffic enforcement. Based on these findings from other countries and the needs of current situation in Taiwan, this article proposed a plan to the establishment of TPB in Taiwan. Under the principles of economic and resource sharing, it is expected the function of future TPB will improve the current degrading traffic and enhance the profession in traffic enforcement. |
