中文摘要 | 一九九三年十一月四日國際海事組織第十八屆會員大會以A.741(18)號決議案採納船舶安全營運與防止污染國際管理章程(簡稱國際安全管理章程),並於一九九四年五月十九日修訂一九七四年海上人命安全國際公約將國際安全管理章程納入該公約附錄第九章中,分別於一九九八年七月一日及二○○二年十月一日兩階段生效。依此國際安全管理章程的規定,各公司應建立安全管理制度。在依國際安全管理章程建立之安全管理制度下,「航海人員維護海上安全在船應有訓練」由以往「海上人命安全訓練」之消極逃生概念,進入了「應急狀況之應急準備及回應訓練」之積極概念,本文加以探討,結果可供航海人員參照,在船執行。 |
英文摘要 | The international Management Code for the Safe Operation Ships and for Pollution Prevention (International Safety Management (ISM) Code) was formally adopted by the IMO at it's 18th session with resolution A.741 (18). This was incorporated on 19 May 1994 into the SOLAS Convention 1974 as Chapter IX. On 1st of July 1998, The ISM Code came into force as mandatory for certain ship owners or operators or managers have to comply with and have to establish their Safety Management System (SMS). Under SMS, "Ohboard Training Needs of Seafarers for Safety Maintaining" have got into active sense of "emergency preparedness and response" from previous passive sense of "SOLAS Training"; the probing of this paper's result can be used as guidance for seafarers in implementation of onboard training. |
