中文摘要 | 臺北市幼兒妙育券自民國87年開始實施,至今已經邁第三年。為了讓該政策的實施更符合教育的理想及瞭解幼教界對此政策的反映,本研究進行幼兒教育券政策實施成效分析,以便反思政策推動的優缺點,同時檢視結果與目標是否相契合。 本研究採用文獻分析、問卷與訪談調查法,以臺北市公私立幼稚園、托兒所及兒童托育中心附設托兒部園所長及家長為調查與訪問對象,並參考美國與英國實施幼兒教育券成效評估之經驗,獲致以下的結論: 一、臺北市實施幼兒教育券已經達成預期目標。 二、園所長及家長對臺北市實施幼兒教育券目標均有高程度的了解。 三、臺北市幼托園所園所長及家長對實施幼兒教育券均表示非常滿意。 四、臺北市實施幼兒教育券可讓未立案幼托園所謀求立案或轉型經營。 五、幼兒教育券的實施對於私立幼托園所的影響比對公立幼托園所來得大。 六、臺北市家長未使用幼兒教育券之原因,主要有至未立案幼托園所就讀、寄籍臺北市、就讀其他縣市幼托園所、幼托園所自行吸收、家長不清楚或忘了申請、幼兒沒有上私立幼稚園、幼兒教育券遺失未申請補發等。 七、臺北市立案私立幼托園所未申請幼?教育券之原因,主要有超收的幼托園所無法申報幼教券、有違規情事、未收到年滿五促歲幼兒、嫌五千元太低不願意承辦此項業務及幼兒設籍於外縣市等。 八、政府應提供幼托園所立案資料、幼托園所經營特色、幼托園所評鑑結果及幼托園所優良事蹟等訊息。對於家長選擇幼托園所最有助益。 九、幼托園所提供幼托園所的環境與設備狀況、幼托園所辦學特色、幼托園所的課程與教學、幼托園所辦學理念與園務發展計畫、幼托園所教師的學經歷與隨長及幼托園所師生比例等訊息,對於家長選擇幼托園所最有助益。 十、家長對於實施幼兒教育券後,選擇正常教學幼托園所的標準更受重視。 十一、家長選擇幼兒園所的資訊來源,主要以親自到園參觀,以及家長或親友口耳相傳二種方式為主。 十二、園所長及家長均認為重視幼托園所的輔導是提升教育品質的首要工作。 |
英文摘要 | The Nursery voucher Policy in Taipei has been put into practice for three years since 1998. In order to improve the implementation of this policy to match the ideal of education and to understand the opinions of the publics to the policy, this study plan to evaluate the implementation of Nursery Education voucher policy in Taipei. Hope this study will help the government to reflect the advantages and disadvantages of the policy, and to survey whether the effects of this policy achieve the anticipated objectives. The methods of the study included document analysis, questionnaire and interview. The results are the following: 1.The Nursery Voucher Policy in Taipei has achieved the anticipated objectives. 2.The chief in kindergarten and the parents of children knew a lot about the objectives of Nursery voucher Policy in Taipei. 3.The chief in kindergarten and the parents of children are satisfied with the implementation of Nursery voucher Policy in Taipei. 4.The Nursery Voucher Policy in Taipei will push the illegal kindergartens to seek to be legally registered for the status claimed or to manage in another way. 5.The influence to public kindergartens is more than private kindergartens after the implemention of Nursery Voucher Policy in Taipei. 6.The reasons that the parents of the children not to use Nursery Voucher are their children study in the illegal kindergartens, in the kindergartens of the other cities, in the kindergartens pay this money, they forget to ask for it, their children don't study in kindergartens, or they lost their voucher. 7.The reason that the kindergarten not to apply Nursery voucher are they accept much children over the regulations of government, had driven against regulations of government, don't receive the five-year-olds children, or don't want to take charge of this work for the money of voucher is too few. 8.The government has the responsibility to provide the information of legal certificate, the character of management, the results of evaluation about kindergartens for parents to help to choose the most suitable kindergartens for their children. 9.The kindergartens have the responsibility to provide the information of the environments and equipment, the character of management, curriculum and teaching, the developmental plan about kindergartens for parents to help to choose the most suitable kndergatens for their children. 10.The standard of selecting a normal teaching kindergarten is more emphasized by parents after the implementing of Nursery Voucher Policy. 11.The main information to help the parents of children to choose kindergartens is to visiting kindergartens by themselves and to refer their relatives' and friends' opinions. 12.The main work to promote the quality of early children education is to push the government to place more importance on the guidance of kindergartens. |
