中文摘要 | 本研究之目的,乃透過對六十三位工作性質與學校社會工作相近的社工員之深度訪談,來了解社工界在推動學校社會工作制度時,所面臨的困難、認知及期待,並藉由研究所得,對未來學校社會工作制度之建構,提出建議如下: 一、針對學校社會工作制度在建構方面的建議: 1.實施模式建議以「教育局聘任學校社工師模式」及「學校社工師納入學校編制模式」為優先考量。 2.應予以統一正名,正式稱之為學校社會工作督導、學校社會工作師(員)。 3.學校社工師(員)之聘任標準應予以統一,並建立基本資格要求。 4.建立督導制度,並與學校社工制度同步實施。 5.訂定學校社工員員額配置標準,可以學校輔導老師員額編制為初步參考。 二、針對學校社會工作制度在推動方面的建議: 1.由政策面著手,將學校社會工作制度之推動與教育改革相結合。 2.成立統籌規劃小組,設計或執行相關推廣活動。 3.建立以學校為中心的網路體系,發展合作模式的服務輸送方式。 4.善用傳媒力量,促進政府及社會大眾對學校社工的認識及重視。 5.加強社工養成教育中的學校社會工作課程。 6.建議於國中、小學的師資養成教育中,開設學校社會工作課程。 三、針對學校社會工作制度在未來研究方面的建議: 1.增加對教育、輔導等不同專業體系人員對學校社工作制度看法之研究。 2.增加以真正從事學校社會工作之專業學校社工員為對象的學術研究。 |
英文摘要 | The system of school social work in Taiwan is still in its rudimentary stage. As the conditions pertaining to our adolescent population deteriorate, the voice calling for the firm establishment of a school social work system has been amplified. This study presents some recommendations for implementing such a system in our elementary and intermediate schools. The proposal is based on the synthesis of opinions, which have been carefully collected through depth interviews, of 63 social workers. Summary of Recommendations: 1. School social workers must be included as an integral part of the personnel of either the Bureau of Education (local governmental agency overseeing education) or the school system. 2. The job title given to he school social workers must be consistent across the country. 3. The standards and guidelines for the employment, the supervision, and the allocation of school social workers must be formulated. 4. The evolvement of the system of school social work must correspond to the progression of school reform. 5. A steering committee must be formed to lay plans for all matters related to the implementation of the school social work system. 6. Employees of pertinent governmental agencies and the general public alike must be educated, through the power of media, on the nature and the importance of school social work. 7. A school-based social service network must be established. |
