中文摘要 | 政府曾多次倡議延長國民教育年限為十二年,將高中、高職教育階段納入國民教育範圍,然多次努力並未成功,主要原因在於所提方案策略尚未周延,且未以「法案」型態呈現,透過立法程序,增益其執行之可行性。 本研究透過文件分析法及焦點團體法,為「實施十二年國民基本教育」,研提較為完整的方案策略,並進行重大措施之策略分析。內涵包括五大策略方向:經費標準化、學校社區化、設施均等化、內涵優質化、方案法制化。以及規劃設置「十二年國民基本教育基金」或設定每年國民教育基本經費等十七項措施。 本研究建議教育部可自九十年六月起成立「十二年國民基本教育推動委員會」,以兩年時間進行規劃及立法程序,三年時間宣導並完成配套措施,九十五學年度起從高一逐步推動,九十七學年度起全面實施十二年國民基本教育。 |
英文摘要 | It has been brought up and tried to gather national support so many times that our compulsory education system should be extended from current 9 years to 12 years, incorporating senior high and vocational high school education into current national obligatory education system, which is junior high plus elementary school years; nowever, the proposal has failed. The reasons that those government-initiated programs could not prevail are: these programs are not well-balanced and not endorsed as formal bills by legislative process, thus put enforceability of these programs into question. This research tries to use document analysis and focus group method to provide a more thorough program strategy for “implementing K-12 national education system” and does strategy analyses for those important measures. It is a five-pronged study: standardized expenditure, communalized school, equalized facilities, qualified contents and legalized programs. Other important measures such as establishing a “K-12 National Education Fund” and earmarking annual basic budget for national education…are also covered. This research suggests creation of a “K-12 National Education Implementation Committee” by Ministry of Education. It is this committee’s task to plan and complete legislative procedures in two years, promote and work out related measures in three years, so as K-12 compulsory education system could begin from the first year of senior high school in the 2007 school year and replace current system by the 2009 school year. |
