中文摘要 | 當前公共建設之天然災害防治工作,大都仍然著重在災變事件之搶救,而災變搶救僅為災變事件管理之一部分。公共建設之災變管理,除了目前之災變搶救工作外,亦應在事件發生前有機會檢測與處理可能之災變問題,以及災變後協助處理災後復舊工作。理想的災害防救計畫,即是考慮相關災害管理的行動與措施,包括勘災、搶救、維修與復舊等,並依各天然災害類型訂定,就各設施原定功能與目的,預期承受與實際評估之抗災能力,以文件化方式,詳述工作內容,及執行之特定機構與時機。因為災害防救計畫涵蓋面相當廣,且包含許多空間相關資料,以地理資訊系統方式落實,不僅在使用上可增進業務執行效率,更能發揮資料整合功能,顯示出潛在的資訊。然而,由於圖形資料的空間精度與其數化圖源完全相關,一般系統使用者往往忽略這項因素,在空間資訊疊合上無法確認資訊的可靠度,因而降低了災害防救計畫的可行性。研究中在考慮合適資料的地理定位精度下,以汐止市防洪計畫的疏散路線為例,應用桌上型地理資訊系統,疊合模擬淹水範圍,顯示兩者合理的空間關係,可作為災害防救計畫相關部份的重要參考。 |
英文摘要 | The current disaster prevention of public facilities in Taiwan focus on the response stage which is only the part of disaster management. The complete disaster management of public facilities includes mitigation, preparedness, response, and recovery stages. The ideal plan of disaster prevention should take practical actions and procedures which base on the four stages into account. With respect to different kind of disasters and facilities, the plan should be well documented to describe the ability to sustain the disasters as well as the work flows which define the who and when to take actions. Since the involvement is pretty versatile in the plan, the wide range of data can be stored, managed, and queried with enhancement through a geographic Information System. However, the overlay analysis of spatial information with different scales comes to the result with ambiguous precision that is usually neglected by ordinary user. By using desktop GIS software in the evacuation planning of Shihchi city, map layers including flood areas and route map were considered in the overlay study. The reliability of the analysis is examined with respect to the mixed scale data to improve the uncertain judgment. |
