中文摘要 | CRM是以人為因素探討飛航安全時廣泛運用的觀念,由最先的「座艙資源管理」演進成「組員資源管理」,再轉型為「企業資源管理」。然而傳統的CRM仍停留在民航業者內部,並未擴及政府部門與社會群體。本文由SHEL模式出發,建立「國家資源管理」的理論基礎,分別探討各種與飛航安全相關的人為因素。期望藉此解決民航業者力有未逮的問題,在基本面徹底改善臺灣的飛安現況,達成產官雙贏的目標。 |
英文摘要 | CRM is a popular concept when dealing with human factors in aviation safety. The evolution of CRM initiated from Cockpit, and then Crew, then evolved to Corporate Resource Management. In the past, CRM didn't involve the relationship between authority and air carriers. However, education in schools, air traffic control, weather service and many government resources are closely related to aviation safety. It certainly has not been propagated to governemtn and public sectors. SHEL model is the theoretic base of Country Resource Management In Taiwan(CRMIT). Major software, hardware, environment and liveware resources are combined into CRMIT. Then the use of all available resources in Taiwan is able to achieve safe and efficient flight operations. |
