中文摘要 | 落實尊嚴勞動目標在於消除貧窮、降低失業率及提高勞工生產力,進而提昇經濟發展及國家競爭力。尊嚴勞動不僅在於促進勞動人權之發展,其亦與產業發展、生涯規劃、終身教育與訓練密不可分。本文藉由文獻分析及文件分析法,探討新加坡卓越競爭力背後的尊嚴勞動制度發展之相關措施,並提出六點建議:第 一、建立穩定就業環境;第二、建立勞工技能提昇機制;第三、 落實勞資政三邊協商機制;第四、強化個人尊嚴勞動意識及準備;第五、發展具體產業政策並建立勞工技能轉換機制;第六、建構職涯發展為基礎之終身學習機制。 |
英文摘要 | Implementation of the decent work of goal is to eliminate poverty, reduce unemployment and increase labor productivity, thereby enhancing economic development and national competitiveness. Decent work is not only to promote the development of labor rights, which is also the and industrial development, career planning, lifelong education and training are inextricably linked. Through this literature review and document analysis method to investigate the competitiveness of Singapore's excellent system behind the development of the decent work measures, and made six suggestions: First, establish a stable employment environment; Second, to establish mechanisms to enhance labor skills; third, The implementation of the tripartite system; Fourth, to strengthen awareness of personal decent work and preparation; the Fifth, the establishment of labor skills conversion mechanism; Sixth, build career development based on the system of lifelong learning. |
