中文摘要 | 本文著重民間參與災後重建可行性之探討。面對現有的法令規定,即使較適合BOT模式的公路、學校重建可能亦不具可行性。一因自償率偏低;二因曠日廢時,缺代時效;三因考量災民處境及現行做法,似不適宜單獨對災區採「使用者付費」收費原則。故有必要參酌英國的DBFO道路計畫之經驗,做為民間參與災後重建的參考。 |
英文摘要 | This paper emphasizes the feasibility of earthquake recovery by private participation. Subjected to present rules and regulations, highway and campus recovery with BOT model, which may be the most feasible from the viewpoint of theory, seems impractical. The first reason is that self-liquidating ratio of recovery program is too low to maximize firms' profit. The second reason is that it takes long time to complete the program with BOT model. The last reason is that it seems not appropriate to apply benefit principles of users' charge, if poor refugees situation and present rules are seriously considered. Therefore, it is necessary to study experiences of DBFO roads programs in the U.K., and learn some lessons of private participation to apply to earthquake recovery. |
