中文摘要 | 本文從「公共管理」角度分析如何建立績效導向的公務員俸給政策; 全文首先分析我國公務員俸給政策的形成與發展,其次探討現行公務員俸給政策之問題癥結及其背後所支持「公共行政」典範之限制與缺失,再其次則指出公共管理的理論特色與美國州與地方政府之運作經驗,建議我國應該建立績效導向的俸給政策。結論中,作者指出:公務員之俸給結構除現行之「基本俸給」與「職務加給」之外,必須另外加上「績效薪俸」,以收激勵之效。 |
英文摘要 | This paper is initiated on the basis of public-management theory to establish a performance-based pay system for civil servants in Taiwan government. Five parts are divided; first of all, the development of pay system for civil servants in Taiwan is fully described. Second, a number of problems in current pay system, reflecting a bureaucratic and rigid characteristics, are reviewed to understand the paradox of reward system. Third, a comparatively paradigmatic analysis of "public administration" to "public anagement" theory is depicted. In addition, the author explains the strength and weakness of state and local governments in performance management. Finally, the author urges personnel management office to construct a performance-based pay system in order to meet the guideline of reinventing government in Taiwan. |
