中文摘要 | 建築物從規劃、設計、結構分析、施工圖繪製、估價、發包、訂約、施工、營運,到最後的報廢拆除等,形成一個生命週期。此期間往往歷經龐大資金的投入與人力的參與。在興建期間,描述工程的圖文資料是決定建築物工程品質與後續營運成本與效率的重要資訊。而與建築物整個生命週期中直接相關的主要對象就是業主、設計單位、施工單位。由於三者在建築物漫長的「興建期」與「營運期」中,產生資訊與使用資訊間,交織成許多複雜的界面,這些界面的溝通不順,無形間造成工程品質低劣或成本攀升。 從建築管理的角度來看,建築物從規劃設計、施工、營運、整修到報廢拆除,都要向地方政府申請許可;而政府為了都市均衡發展以及土地的有效利用,需要進行建築管理。若透過這些建築管理作業的資訊化、自動化,進而將這些資訊妥善規劃儲存,提供共享,即可達到疏通複雜界面之目的,是值得研究的方向。 本文以「營建資訊運籌管理」策略的理念為出發點,對建築物為達資訊共享之必要步驟-資訊標準化的作法進行探討,接著由勾勒出建築物整個生命週期的資訊模型的嘗試,企圖探索資訊共享性的脈絡,並利用政府既有的建築管理體制所產生的建築管理資訊,來架構「建築物生命週期資訊鏈」,並提出如何應用此資訊鏈來實現建築物生命週期資訊共享的策略。 |
英文摘要 | Based on the concept and strategy of Construction CALS, this paper first discusses issues and benefits about information sharing and standardization along the life cycle of buildings. Then, the idea of digitizing and integrating all the building administration information managed by the government is proposed as a starting point to promote sharing of building information among various parties in both public and private sectors. After thorough analysis on the administrative activities and processes, as well as relationships among building information, a web-based building administration information system, called BAISYS, is designed in this work using the object-oriented technique. The system has also been implemented, using both WWW and database technologies, and is currently being operated by the Department of Building Administration, I-Lan County Government. The design and implementation of the system are discussed in this paper. Finally, both the difficulties encountered and benefits obtained are reported and evaluated. |
