英文摘要 | [921] marked the worst disaster in Taiwan over the past decades when a magnitude 7.3 earthquake hit the central on September 21, 1999. The PSTN was not seriously damaged but the quake caused a severe traffic congestion with the toll call peg count drove up suddenly to a six times above normal, which far exceeded the engineering load. As for international network, the main routes between Hong Kong and Taiwan were almost paralyzed for two days that successful call rates declined to as low as 26% while answer rates dropped even much sharply to below 10%. This paper will discuss the above captioned issue from the aspect of network management. |
