中文摘要 | 近年來都市維生系統的破壞、都市生活品質的降低,再加上全球性環境問題(溫室效應、酸雨、熱帶雨林破壞等)的衝擊,已促使先進國家提倡各國政府共同致力於地方與全球環境問題的解決。環境保育與都市永續經營管理是相依與共生的,而以環境為基礎的都市成長管王則是現階段刻不容緩的都市政策與策略,它強調的是透過生態土地使用規劃程序來創造優質生活品質的生態都市,即在土地使用規劃程序中著重:(1)從都市容受能力來估算最適的成長規模,(2)區域資源的有效利用;以及(3)透過績效標準來維護生態資源等三點內涵。新竹市是臺灣優先將以環境為基礎的都市成長管理觀念納入正式的空間計畫,以及採行生態土地使用規劃程序來規劃資源空間分布的縣市。因此,本文將首先說明以環境規劃觀為基礎的都市成長管理機制,其次說明生態土地使用規劃程序與內涵,最後則以新竹市作為討論的個案,以為未來相關規劃與政策提擬之參考。 |
英文摘要 | For the impact of global environmental issues, which included green house, acid, rain forest destroyed, and so on, and the destruction of natural ecological resources and living quality, many developed countries, have been advocated all govenments need to deal with and make some resolutions about the ecological crisis. The sustainable management of global natural environment and urban environment are complementary mutually, and the ecocity formed by the urban growth management should be involved in a policy and strategy as soon as possible. Environmentally based urban growth management focused on the ecological land-use planning to create an ecocity in a good living quality. It includes: (1) the optimal population from the estimated perspective of urban ecological capacity, (2) the more efficient use on regional resources, and (3) preserving the ecological resource based on the performance standard. Hsinchu city is the first one in Taiwan that tries to make a comprehensive plan through the concept of environmentally based urban growth management and uses the ecological land-use planning process to allocate the resources in space. This study discusses the growth management and land-use planning for developing forward the “ecocity”. It also makes some implications for the future environmental development and land-use policy. |
