中文摘要 | 本文從停車供需平衡與工程經濟此二層面,探究將桃園縣府前停車場由機械式停車場改建為匝道式停車場之可行性。改建工程設計上以對原建物結構體變動最小、維持建物安全為基本原則。初步規劃內容包括車輛出入口配置、車位與行車動線安排、行人出入口與動線規劃與層間運轉設施規劃。再依照「車輛動線的順暢」、「平面配置變化最少」、「停車格位最多」、「保留部份機械式運轉設備」、「恢復原設計負載容量」等五項次要原則提出五種改建方案。經評估結果發現,以「方案五」最佳,即維持既有的機械式停車場形式,不進行改建,僅更換收費、指標、監控系統,並搭配與西門停車場聯合營運的方式,於民國92年約可維持停車供需比為1:1.2,可獲得最大的經濟效益。 |
英文摘要 | This study evaluates the feasibility of reconstructing the automatic parking facility in front of the county government of Taoyuan based on the analysis of parking demand-supply equilibrium and engineering economics. The fundamental principle of the reconstruction engineering is to minimize the changes of the original structure. Safety of the building is the top guide. The preliminary reconstruction plan from an automatic parking to a ramp one includes (1) the layout of vehicle entrance and exit; (2) the arrangement of park and driveway; (3) the layout of pedestrian entrance and exit; (4) the arrangement of walkway; and (5) the plan of the transit facilities between different layers. Five plans are proposed based on the following five sub-criteria, that is, (1) to keep vehicles movement smoothly; (2) to minimize the change of the plane layout; (3) to serve the most number of the park; (4) to preserve some of the original mechanical transit facilities; and (5) to restore the original designed capacity. The evaluation result indicates the optimal plan is alternative #5, which keeps the original mechanical parking facility without forgoing the reconstruction. Alternative #5 suggests us to change the fee system, guidance system, and monitoring system, and consolidates the operation with Hsi-Mun parking. We expect the most economic efficiency from this proposal because it can still keep demand-supply ration as 1.2 by the year of 2003. |
