中文摘要 | 國家品質協會(National Quality Institute簡稱NQI)是加拿大負責審核及核發加拿大品質獎的單位,本文擬就加拿大品質獎與我國國家品質獎再加上美國國家品質獎(Malcolm Baldridge National Quality Award)之審核標準來加以比較。 加拿大品質獎與我國國家品質獎的最大差異在於它對互動關係相當注重,由其條文中可看出加拿大品質獎它十分重視顧客、客戶以及供應商的感受。而且也對商之協力廠、伙伴及團隊間的關係較為注重。而我國國家品質獎的特色主要是以TQM為核心及導向,不但注重產品和服務的品質,而且包含管理及經營的品質。並涵蓋了ISO 9000的精神在內。另外美國國家品質獎則是注重顧客與市場導向的策略,並強調企業經營的成果。 本研究之目的主要是希望透過以上之介紹,給予政府相關審核品質機構及國內廠商作為審核其推動品質系統之參考。 |
英文摘要 | This paper analyzes the different quality criteria among three quality awards, the Canada Quality Award judged and granted by National Quality Institute in Canada, the National Quality Award in Taiwan, and the Malcolm Baldridge National Quality Award in U.S.A. The main difference of quality awards between in Taiwan and Canada is that the Canada Quality Award is focused on interaction relationships of the quality principles. Through reviewing the judgement provisions of the quality award in Canada, the quality criteria emphasize on the service quality of customers, , clients and suppliers. Furthermore, it also pays more attention to relationships between cooperation and teamwork and partnering. On the other hand, in Taiwan, the quality award is based on Total Quality Management including not only the quality of products and services but also performance of operational results and strategic management, which are consistent with the spirits of ISO 9000. As to the quality award in U.S.A. its principles are focused on the strategies of customers and market trends, and improvement of operational results for enterprises. The primary objective of this research is to offer the government quality institutions and local enterprises as the reference on examining and executing the quality system. |
