中文摘要 | 由近幾年公職補習班如雨後春筍一一設立,政府所舉辦之高普考試錄取率不及一成,競爭如此激烈的情況來首,公共部門的工作顯然具有相當大的吸引力。究竟公共部門具備什麼條件足以吸引眾多的求職者?本研究的目的在於瞭解公共部門與民間部門間人才流動的現象,特別是個人的風險態度在選擇就業部門的決定上所扮演的角色。此外,我們亦嘗試釐清影響個人風險態度組成的因素。實證分析結果顯示:(1)擁有不同個人特徵者面對風險的態度亦不同。正如常理判斷,已婚、女性、目前有專職工作以及居住在都市化程度愈低的個人在面對風險時態度愈謹慎。(2)我國勞動者在做部門間就業選擇時,女性、年長者,教育程度愈低的個人愈偏好在公共部門就業。(3)對公共部門有就業意願的個人比對民間部門有就業意願的個人更風險趨避。換言之,選擇進入公共部門的勞動者,在意願上多半是偏愛職業穩定勝過開創風險。倘若勞動市場上風險趨避的個人為多數,則理論預測即使公共部門與民間部門支付相同的貨幣性報酬,公共部門亦將面對超額的勞動供給。 |
英文摘要 | Competition to pass the civil servant's entrance examination is very keen in Taiwan. Obviously, public sector is one of the most attractive sector to the mass of college graduates. In this study we wish to explore why public sector is becoming so attractive to the job applicants and how will personal characteristics affect a person's employment section. Our study found: first, attitude toward risk is varied by person. This study found persons who are married, female, currently holding a full-time job and living in urban will be relatively more risk averse. Second, female, more elderly persons, and persons with less education have relatively stronger preference to be employed in the public sector. Third, this study also confirmed that persons who have stronger willingness to work in the public sector were those more risk averse persons. In light of the above study results, this study suggests that even if there is no wage differential between public and private sectors, public sector will still be relatively more attractive to many job application. |
