中文摘要 | 大眾運輸屬於公共服務事業,為避免民營公司只顧追求利潤,忽視民眾行的需要, 必須有一套迪當的大眾運輸營運評鑑制度,作為主管機關的監督與考核依據。一 個有效的大眾運輸評鑑制度必須能客觀衡量大眾運輸服務水準,評鑑所依據之指 標,必須符合公平、資料取得容易及正確、可控制、以及客觀可衡量等原則,其 結果必須能有助於提升大眾運輸服務水準。本研究係針對目前交通部研擬之「大 眾運輸營運評鑑辨法(草案)」進行可行性分析,發現在指標設計、發展與實務應 用方面,仍存在一些尚待解決的問題。木研究即針對此一辦法內容進行檢討,並 就制度面與軌行面所發現的問題,提出相關建議。 |
英文摘要 | Public transit is a public service utility. In order to avoid private enterprises merely seeking profits and neglecting what the public requires, there should be a set of suitable performance assessment system for its operation, which serves as the base of supervising and examining by the regulation organizations. Valid performance assessment system of public transit should objectively measure its level of service and provide the direction of improvement. The evaluation indexes should be fair, easy to obtain, correct, controllable and objectively measurable. The performance assessment results should help improve the level of service of public transit. The purpose of this paper is to analyze the feasibility of "Public Transit Performance Assessment Ordinance (draft plan)". We found that there still exist problems on the indexes design, development, and application, thus we propose revisions of the contents of the ordinance. |
