中文摘要 | 近年來,缺工率持續下跌、失業上漲、景氣因金融風暴而低迷不振之際,外籍勞工政策實已到達改弦更張之必要。評估外勞引進之缺失後,吾人發現問題之癥結在於相關部門對於外勞引進所牽涉的「外部性問題」缺乏合理之對策,以及大部份經濟租已為仲介業者與不肖雇主不當獲利。 因此,本研究建議政府改行「以價制量」的外勞政策,大幅提高廠商「就業安定費」的給付以及廢除外勞薪資不得低於基本工資的規定,去除假性外勞需求、提高仲介市場之競爭性,並且誘使雇主只引進補充性外勞。至於其他方面尤其是中間灰色地帶,乃政府最無能為力之處,則應放手讓市場之力量去決定。 |
英文摘要 | The import of foreign labor in Taiwan has been challenged, due to the alleviation of labor shortage, the increases in the unemployment rate, and business recession after Asia economic crisis. On investigating the foreign worker policy, this paper averages that the debate hinges on two aspects: the ignoring of externality, and the distribution of economic rents caused by employing guest workers. In this paper, we suggest the government to adopt a new pricing policy, which includes the relaxation of the minim-wage-rate regulation, and increase in the employment tax. The remedies can not only tax away the economic rents caused by importing foreign labor, but also internalize the employers' real costs. It can increase the competition of the broker market so as to enlarge the social welfare. |
