中文摘要 | 普及服務一向被視為美國電信傳播所需達成的目標。多年來,政策制定者傾向於允諾電信業者透過市場獨占的力量,來成就普及服務。然而,96年電訊法打破此慣例。其一方面推動市場開放競爭;另一方面,則希望透過立法的程序來保障普及服務。 本文嘗試用文獻探討的方式,整理96年前後的相關議題及市場發展狀況,來探討96年電訊法中,普及服務的政策與開放市場競的理念是否相符及其所帶來的影響。 本文發理,長期看來,在政府透過某程度的立法干預下,普及服務與市場開放競爭的理念並不衝突。然而,就現階段而言,立法者仍無法有效的解決一些普及服務相關政策上的爭議話題,諸如,在不允許交叉補貼的情形下,如何有效的應用普及服務公基金及接續費用等在同時達到普及服務及市場競爭的目標前,FCC仍有一場困戰要打。 |
英文摘要 | The purpose if this study is trying to analyze the development of telecommunication olicy and its impact, especially for the relationship between universal service and local competition. The controversy issues that created by the Act that will influence the telephone industry including the funding machine and the access charge. This study reviewed some relative literature and the current market development after the FCC issued the Telecommunication Act of 1996. The Telecommunications Act of 1996 not only promotes the competition to the market, but also has to deal with the other ramification it has created. The result found that, even the government tried to promote the concept of universal service under the competitive enviroment by means of legislation intervene, it is still difficult for policy makers to obtain both the goals in the short run. FCC still has a lot of works to do. |
