中文摘要 | 充分瞭解市場特性是航空業者拓展市場或開闢新航線所不可或缺者,也是政府策 定民航發展所應用的認識,因此,本文除由現有統計資料中獲取市場供給及需求資料外,也 透過問卷調查方式取得並分析航空市場旅客之特性,更由「開放天空」及其他政策對國內民 航之影響,探討未來國內民航之發展。 研究結果顯示,雖然國內航程短,但由一般日有大量的商務旅次,尤其是西部走廊航線 ,以及連續假期時各航線皆有相當高的返鄉探親旅次比例,顯示航空仍然是國人不可或缺的 基本運輸工具,加以旅客時間價值不斷的提升與高品質及時運輸的要求,使得航空之需求與 新航線之開闢自開放天空後均呈相當幅度的穩定成長。 不過,此一成長的狀況,隨著未來高鐵的加人,預期國內有限的航空市場將會受到相當程度 的影響,同時,在相關設施供給擴充不易之情形下,為更有效使用資源之提高服務品質及競 爭力,航空公司亦將繼續強化目前已形成之集團與結盟聯營之作法,因此,衡諸此一發展趨 勢,航空資源有必要在考量國內整體運輸系統發展架構下重作分配,以提高資源的使用效率 。 |
英文摘要 | Fully understanding market characteristics is necessary both for airlines to either exploit the existent market or enter a new market and for government in planning and developing the air transportation. In this paper, therefore, data including market demand and supply are collected respectively from the announced statistics and questionnaire survey so as to conduct the associated analyses. Furthermore, impact of the "open sky" and other related policies on future domestic air transportation development are incorporated and examined. Due to the continuous rise of travelers' time value and the demand of high quality just-in-time inter-city transportation services, and despite the short distance between cities, both the domestic air travel demand and new routes have been significantly and steadily growing. There are a great amount of business trips during weekdays, especially in the western corridor, and leisure trips during weekends and holidays. Currently, the air mode has already played an irreplaceable role in the inter-city travel. Nonetheless, the growing air market is predicted to be weakened following the introduction of the high speed rail. Meanwhile, the difficulty in expanding the airport infrastructure has made the airlines to form alliance or operate as a group so as to efficiently utilize the scarce resource and increase the service quality as well as gain competitive advantage in the limited domestic air market. This trend is expected to continue into the future. Consequently, to make a comprehensive and efficient inter-city transportation system, redistribution of air transportation resource taking the whole transportation system into account is inevitable. |
