中文摘要 | 在過去10年中,電力公用事業開始倡導將需求面資源與供給面資源做平衡的對待, 這種將供給面資源與需求面資源同時併行納入資源配比最佳化的過程,也就是所謂整體資源 規劃(Integrated Resource Planning, IRP),在決定最佳供給面資源配比方案時它能兼顧到未來 負載之成長可以被需求管理調整的能力,顯然遠優於只改變供給面資源的方法。 本項研究計劃的目標乃是讓台電在負載管理及需求面管理方面有一套全面性的整體規 劃,在收集終端用電負載資料上有連貫性的計劃,又能清楚瞭解整體資源規劃的實施會怎樣 影響台電的運作。本研究計畫共分成四項子計劃: 1.發展一套整體需求面主規劃書。包括第一項子計畫:發展一套負載管理主規劃書(LOAD MANAGEMENT MASTER PLAN),及第二項子計畫:發展一套需求面管理主規劃書 (Demand-Side Management Master Plan)。 2.第三項子計畫為針對各項負載管理計畫及需求面管理計畫提出一套終端用電調查主規劃書 (END-USE LOAD Research MASTER PLAN)。 3.第四項子計畫為設計一套整體資源規劃架構(Integrated Resource Planning Implementation Framework)。 |
英文摘要 | In the last decade or so , the electric utility industry has been promoting the balanced treatment of supply-and demand-side resources. This is called integrated resource planning (IRP). The ability of deciding the optimal supply-side resource mix to meet a load that can also be adjusted is obviously superior to the approach of being allowed to change only the supply-side resources. We envision that, by completing the two master plans of Load Management (LM) and Demand-Side Management (DSM) and IRP frame work design, we will be able to provide a coherent strategic direction to the assorted ongoing LM and DSM programs , to develop a coherent strategy for Taiwan Power Company in the areas of LM, DSM and end-use load research , and to help Taipower understand the operational impacts of Integrated Resource Planning. There are four separate subprojects in this project. We will first develop a Demand-Side Master Plan, which include two separate subprojects, one for Load Management Master plan, and another one for Demand-Side Management, Master Plan including energy efficiency and customer service programs. The third subproject is to develop a end-use load research master plan, which will be used to evaluate the impacts of assorted load management and energy efficiency programs to be implemented by Taipower. The fourth subproject is to design framework for Integrated Resource Planning in Taipower. |
