中文摘要 | 本研究分析高速公路之成本收入特性,探討費率之影響因素,並依據不同收費方 式及費率結構,研擬通行費費率公式。試算結果發現,各車種之費率水準均較現行通行費略 高,惟差異不大,且存有車種愈大差距愈大現象,顯示目前大型車種通行費確有偏低情形。 另為避免每次通行費之調整幅度過大,本文亦建立國道基金之平準機制,以平緩費率之調整。 最後研擬「高速么路通行費徵收辦法」,供主管機關參考。 |
英文摘要 | This study analyzes and discusses the cost-revenue characteristics and influencing factors of tolls for the freeway system in Taiwan. Based on alternative toll collection methods and toll schemes, we propose several toll formulas and make trial calculations. It is found that the derived toll rate of the small vehicles is lightly higher than the current one while that of the large vehicles is much higher, which indicates that the current toll rate of large vehicles is too low. Besides, in order to avoid much increment in each time of toll adjustment, it is suggested to establish a freeway fund to act as a stabilizing mechanism. Lastly, a draft of "freeway toll collection regulations" is proposed. It can be used as a reference by the competent authority. |
