中文摘要 | 推動公共建設計畫由民間投資參與為我國政府未來重要的施政方針,惟有關民間參與之種類方式及其涵意,目前仍眾說紛云尚待釐清。本文係採用系統分析方法,苜先就公共建設計畫各階段負責辦理、財源籌措及資產所有權歸屬的主體 (政府或民間 ) 不同, 歸納六個分析要項,據以探討民間參與公共建設的各種方式,經刪除不可行者,共獲得十二種公共建設辦理方式,並建此十二種方式的實質運用意義與法規適用性進行分析。最後並以「高鐵建設計畫」與「中正機場至臺北捷運系統建設計畫」兩個案例,說明民間參與方式之組合應用,從而指出國內未來推動民間投資公並建設之架構方向。 |
英文摘要 | The promotion of private participation in infrastructure projests well be an improtant government policy of our nation, There are different ways and associated meanings for private participation, contrast opinions still exist and remain to be resolved. In this paper, a system analysis approach will be used to study the responsible items, financing, and property ownership between government or private sector during various stages in public construction projects. From the resulting six major items, analyses are carried out to search possible ways for private participation. After removing those deemed not feasible, there remain twelve models for handling public construction. Further analyses regarding the actual meaning, execution, and legality for these twelve models are made. Finally, two case studies from "Taiwan High Speed Rail" and "CKS airport to Taipei Transit" projects will be used to demonstrate the combination and application of models for private participation, which will also provide the future direction and structure for private participation of public construction projects. |
