中文摘要 | 民營化一直是政府對公營事業轉型所極力推動的政策之一, 其模式則多以全民釋 股為之。臺電由於具公用事業之特性,需加重考量民生需求與國防安全,且資本額大,業務 繁雜,因而政府提出分割與漸進兩原則以為依據,但迄今卻無具體之執行模式可作參考。因 此, 本研究以臺電業務中之輸配電維修施工業務為例, 提出移轉-營運-民有( Transfer-Operate-Own )模式,除了符合分割與漸進原則外,更兼顧員工權益, 最後並以 六項評量準則與全民釋股方案比較,以佐證本模式之較適性。 |
英文摘要 | Privatization is one of the major policies of Taiwan government and it is often achieved by means of 'selling to public' through securities market. Taiwan Power Company (TPC) is a state-owned monopoly company. Considering the critical role of TPC, the government will partition the company into several parts and privatize those parts gradually. Unfortunately, there is no practical execution plan for reference. This paper raises a transfer-operate-own (TOO) strategy for the privatization business in Taiwan. The reasons and approaching steps of TOO are presented through the case of maintenance work of power transmission and distribution of TPC. The TOO strategy is compared to the 'selling to public' model in six measuring subjects. |
