中文摘要 | 隨著電力市場的自由化與電力事業的民營化,未來臺電公司的經營環境勢必有重大 的改變,競爭的壓力也必然增強,多角化及提升企業彈性將是臺電必須的選擇。面對這種情 勢的演變,臺電現行科層結構與中央集權的管理方式必然無法應付經營環境的快速變遷,而 須做相當程度的調整,成立事業部組織遂成為臺電發展必然的道路。因此本研究將利用SWOT 分析方法及組織行為理論,評估未來臺電所應採行的經營策略、事業部的劃分方式以及事業部 的組織型態,以提高臺電整體事業的經營彈性與企業績效,以因應自由化、民營化的挑戰,使 臺電不但可以持續發展,更可拓展成一企業集團,繼續主導臺灣電力市場的發展走向。 |
英文摘要 | As the government pushes for deregulation and privatization of power industry in the recent years, many changes lie ahead for Taiwan Power Company (Taipower), the only power supplier in Taiwan. Since competition in electricity markets will grow fast, Taipower has to develop new ways of doing business, such as diversification and flexibility. Furthermore, some changes should be made to the traditional bureaucratic organizational structure and centralized management in order to keep up with the fast changing environment. One of the alternatives includes restructuring of current organization into several subsidiaries according to their characteristics. In this study, SWOT analysis and theories of organizational behavior were applied for the evaluation of possible alternatives concerning Taipower's operational strategies and subsidiaries organization for more flexible and efficient operation. It is expected that organizational restructuring will help Taipower to be well prepared for free market competition as well as to sustain its leadership in the power industry. |
