中文摘要 | 清潔生產( Cleaner Production )理念主要於 1989 年由聯合國環境規劃署 ( United Nations Environmental Programme, UNEP )所提出,近年來更逐漸受到世界各 國政府與民間的重視。 配合此新興生產觀念之推動, 美國環保署( United States Environmental Protection Agency )永續技術部門( Sustainable Technology Division )亦進行一項減廢邏輯( WAste Reduction or WAR Algorithm )的研究計畫,目前此計畫 已發展出一項製程清潔度的評量基準 -- 環境衝擊指標( Potential Environmental Impact Indexes )。 此指標考慮化學物質對資源消耗、人體健康及環境影響之衝擊,評估 化學物質之相對潛在衝擊指數( Relative Potential Impact Score ), 再由製程流份之 流速、組成與各組成之相對潛在衝擊指數三者計算而得,其意義為製造單位產品所排放或產 生之廢棄物對環境造成之危害性衝擊。配合化工製程模擬軟體之模擬結果,進行環境衝擊指 標之計算,可瞭解製程對環境之影響程度,作為改善製程清潔度之重要依據。 |
英文摘要 | Initiated by the United Nations Environmental Progarmme (UNEP) in 1989, the cleaner production concept is increasingly adopted worldwide. To further promulgate cleaner production, the Sustainable Technology Division of the United States Environmental Protection Agency has undertook a research project called WAste Reduction Algorithm (or called WAR Algorithm). This project has so far developed a system comprising of six "Potential Environmental Impact Indexes" to assess the cleanliness of industrial processes. The system initially calculates "Relative Potential Impact Scores" for various chemicals, which are based on their impact on environmental physical potential, human toxicity, and ecotoxicity. The "Potential Environmental Impact Indexes" can then be calculated according to stream mass flow rates, stream composition, and "Relative Potential Impact Scores". The value of "Potential Environmental Impact Indexes" reveals the degree of hazardous impact on the waste generated by a unit weight of product. By incorporating the results from chemical process simulations, calculating the "Potential Environmental Impact Indexes" allows us to judge the environmental impact of a particular process. This information can subsequently be used to establish a decisive criterion to improve the process |
