中文摘要 | 未來社會是終生學習社會,為當前世界各國共同追求的新世紀教育願景。終生學 習社會可以提供一個理想的學習情境,支持個人在一生中繼續學習與成長,以發展社會上 每一個人的潛能。因此,要使學習社會得以實現,最根本的前提必須對個人絕對地尊重, 對每個人的權利盡力維護。其中全民學習權的保障乃成為邁向學習社會的關鍵所在。 探究教育與學習的本質,目前相當受重視,特別是對弱勢族群的教育設施,從量的增 加到質的提高,但距離所要達成的目標也許還相當遙遠。尤其是強迫入學的義務教育,學 習者是否一定要被強迫接受制式化的教育,還是可以有權利選擇接受適合潛能發展的學習 機會。另外,提供成人繼續學習的環境是否仍舊障礙重重,令人望而卻步。教育機會如果 不是從學習者角度來安排,也許只是表面的教育機會均等設施,而不是保障全民應該擁有 的學習權。 所以,本文乃針對保障全民學習權的內涵及其策略進行探討,以期建立全民終生學習 社會的理想得以實現。首先說明保障全民學習權的內涵,強調學習權是全民的基本人權及 充分發展自我潛能的基礎;其次分析保障全民學習權的相關概念與發展,例如全民終生教 育、教育機會均等,指出學習是自主、彈性、開放的,社會提供輔助的學習環境應具有多 元選擇特性;然後探究保障全民學習權與學習組織、學習社會的關係,以解析為因應全球 化的變遷,個人與社會所需的學習機會;並提出世界各地有關保障全民學習權的規劃方向 ,作為未來發展的基礎;最後歸納我國保障全民學習權的策略,以為努力的重點。 |
英文摘要 | This paper is aimed to look critically and reflectively into issues of the right to learn of all, in respect of interpretations of the essence, related concepts, and its implementation. Firstly, most of the terms which are now newly prominent in discussion about education and learning came into being some thirty years ago, in the late sixties and early seventies. International organizations, notably Unesco, the OECD and the Council for Europe, supported by scholars in universities and some policy makers in many countries, developed the concepts and language that we are using today. Secondly, learning to live, learing to learn, so as to be able absorb new knowledge through life are important. In a recent publication from UNESCO, they focused upon the four pillars of lifelong learing for the 21st century: learning to know, learning to do, learning to be, and learning to live together . There is also increasing interest for providing an environment which reflects a "learning organization". Thirdly, how could our organizations create a "seamless" set of lifespan learning opportunities for a learning society? The international bodies have returned to the issues with fresh vigour. Finally, The issue of equity, and access to opportunity is important. The right to work, the right to learn, the right to participate. At both macro and micro levels, directly and indirectly, many nations are making efforts to move towards being a learning society, to equip its institutions to become learning organizations, and to widen opportunities for more of its citizens to learn throughout life. We have a long way to go, and above all we need clear vision and clear understanding of the right to learn of all, then to get there. |
