中文摘要 | 由於土地及勞動力等農業生產因素的移動限制,使本省的農業結構僵固,而無法在經營規模上有效擴大。隨著為數眾多的年老農民退休離農,可大幅降低農業人口,理論上,應能有效提高個別農家的耕地面積。因此,無農業後繼經營者的年老農民,在離農時是否願意將其土地的所有權或經營權釋出,則成為整體農業結構是否改變的重要關鍵。 為瞭解年老農民在離農時的農地處理方式,本研究以花蓮地區六十歲以上、無農業後繼經營者的年老農民為對象,分別探討影響其採行出售、出租與農地流動方式的因素。由邏輯迴歸分析得知,年老農民是否出售農地受其子女意向、對當地農業的發展信心、農地擁有的傳統價值觀等因素所影響。是否出租農地則受當地租金價格與其農地利用的理念等因素所影響。整體而言,年老農民是否願意採行出租或出售等有利於農地流動的處理方式,則受其子女意向、農地繼承取得的比例、農地擁有的傳統價值觀等因素所影響。 研究發展,經由租佃以促使農地流動仍是較為迅速而有效的方式,為能達到此目的,除應加速相關法規之修改外,並應設法提高租金價格與降低休耕補貼可能造成的競爭。 |
英文摘要 | Owing to restrictions in the shift of agricultural production factors, farmland and labor, the agricultural structure has reached an impasse in Taiwan, and farming capacity can not be effectively increased. Due to the mass retirement of aged farmers, from the theoretical viewpoint, the average amount of family cultivated land should increase. The objectives is to release the ownership and farming rights of aged farmers, who have no successor managers, become the key to the changes in the agricultural structure. In order to understand the effects on the farming industry in face of aged farmer retirement, this study focused on aged farmers above 60 years old who have no successor managers in the Hualien area. From logit regression analysis, the results show that the factors the sale of farmland are the children' will, the confidence in agricultural growth, and traditional values on the holding of farms. The factors affecting the rental of farmland are the rent level, and the faith in farmland use. As a whole, the factors which affect the transfer of farmland from aged farmers are the children' will, the ratio of land transferred from ancestors, and the traditional values on the holding farms. Based on these findings we suggest, in order to promote the use of farmland by rent, that the rules for renting farmland should be amended as soon as possible. The rental levels should be raised, and the competition from fallow programs should be avoided. |
