中文摘要 | 本論文檢討美國近十年的教育改革歷程,發現教改想要成功,必須以提昇學生學習成就為改革的核心,並且協調與統整課程、評鑑、人事、行政、財政等教育措施,使得學校得以發揮專業自主精神,找出最適合該校的教學與行政策略,達成預定的教育目標。在這項前提下,理想的教育財政或補助制度,必須以學校為主軸,並且使每一項財政改革步驟都能提供學校所需要的資源,以便完成教育目標。根據這項兩項指導方針,本文參考國內教育財政制度現況,提出下列五項教育財政新做法,包括1. 健全的學校經費來源制度,2. 學校預算自主,3. 建立以學校為主體的資訊系統,4. 學習成就誘因制度, 5. 開放自由選校。 |
英文摘要 | This paper investigates educational reform movement in the United States for the past ten years. It is found that if we want the reform to succeed, we must focus our attention on improving student achievement. Next, we must coordinate and integrate all the educational policies, such as curriculum, assessment, personnel, administration and finance, in order that individual schools may decide their own instructional and managerial strategies according to their own professional autonomy to achieve the educational goals. Based on the above premises, the ideal educational finance or subsidy system should focus on the school level, and every new strategy should integrate to accomplish the goals of school education. This paper then make recommendations for the reform of Taiwan’s educational finance system, including to redesign a school-based revenues system, to move budget and personnel power to the school, to construct a comprehensive school-based information system, to develop a performance incentive system, and to have parents and students choose their own school. |
