中文摘要 | 1980年代以來,美國許多有關教育變革約主張,都建議施行功績薪給制度;以增 進教師的表現。事實上,教師功績薪給制度是美國教育界上長期的爭論性話題,贊成者認為 此制度可吸引優秀合格教師投入,並使其在教學崗位認真以赴。然反對者認為此一方案涉及 到教師評鑑的規準與公平性問題,甚至影響教師士氣與內部和諧。本文根據相關文獻,分別 探述美國教師功績薪給制度的起源、發展經過及其實施成效,最後並歸納四點啟示如下:一 、教育政策的實施應結合教師團體組織的意願與民眾的意見。二、教師功績薪給制度在我國 有試辦的空間。三、評估教師功績薪給制度對教育財政的影響程度。四、發展教師評鑑系統 、建立教師職級制度。 |
英文摘要 | Many reports calling for educational reform have included recommendations for merit pay as a method for improving teacher performance across the United States in the 1980s. In fact. Merit pay has been around for almost a century in American education. The opposite contended merit pay would cause morale problem. But the support argued merit pay could attract or retain individuals in the profession. This article reviewed the development and result of merit pay in American education. The conclusions based on findings as follow: 1.The process of education decision making should involve teachers' organization and the public. 2.Attemptlni merit pay experiment might be encouraged in Taiwan. 3. It should consider the impact of merit pay on the education finance system.4. A merit pay program is feasible only that have developed appropriate teacher evaluation system. |
