英文摘要 | A pressing foreign policy issue facing the Clinton administration is how to deal with the growing inter-dependence across the Pacific Ocean while still maintaining US leadership in East Asia. This article examines possible theoretical interpretations of policy planing in the Clinton administration. Joseph S. Nye, being an international relations scholar and a former cabinet member under Clinton, has been, and still is, deeply involved with the US foreign policy in East Asia. The "Nye Initiative" (1995) has provided a framework for US-Japanese security cooperation in 1996 and will continue to do so in the foreseeable future. The paper argues that the concept of "multiple leadership" put forth by Nye will continue to guide US policy towards East Asia by the Clinton administration and beyond. |
