英文摘要 | China is a multiracial country. There are 55 national minorities other than the Hans. although these" minorities" take up only about 6% of the nation's population, they are widely scattered around quite a huge area, accounting for 60% of china's land. Those "autonomous districts" and "autonomous counties" established after 1949 usually assign minority cadre as leading local officials; however, the party committee secretary who has the real authority is always assumed by a member of the CCP. During the paast decades, small and medium scales of ritos in minority-populated areas have occurred one after another, the most well-known large scale one among them being the "Tibetan Exodus" of 1959 and the "Yining Incident" of the 1960s. Despite the fact that Western media have always attributed these riots to human rights abuses by Chinese communists, the backgrounds of these incidents are quite complicated--including historical conflict, local officials' meddling in the minorities' religious beliefs, differences in lifestyles, etc. The separatists' activities in Tibet and Zinjiang have histories of decades of hundreds of years. These recial problems have never been properly solved because a high-handed policy instead of an appeasement policy has been adopted by the self-important PRC government which has never valued its national minorities. Withh local peoples waving slogans like "self-government and self-determination" and crying "communists, go back home!" the "Yining Incident" proves the fact that the PRC's ultra-leftist high-handed minorities policy can be described as a fiaso. |
