中文摘要 | 我國電視競選廣告制度自民國八十年開始實施,與世界各民主國家相較,起步甚晚 。原本醞釀多時的制度理應更加完善,然而自制度開始施行迄今,卻已弊端萌生。 觀察世界各民主國家的電視競選廣告制度,發現其制度中關於使用對象、使用時是否必須付 費以及在什麼頻道播出等問題的設計上,主要配合各國所採行的選舉制度及電視制度。事實 上,我國現行電視競選廣告制度的主要問題即在於:電視競選廣告的使用對象與選舉時的競 選主體不能配合,而使用時的費用問題及播出頻道的設計,亦與我國現行電視制度的商業運 作邏輯不相符合。因此,調和這三者之間的關係,實為未來我國電視競選廣告制度修正時的 首要之務。 |
英文摘要 | The Political Advertising Institution(PAI) in Taiwan has been established since 1991. However, there are many arguements about the important issues of the PAI when performed. The results of the study are as follow: First, the PAI in Taiwan is influenced very much by political environment, therefore it cannot meet the demands of political advertising during election campaign. And the authority of the institution cannot take its responsibility, so there are many illegal television campaign behaviors during election campaign. Second, From learing foreign PAIs, we found that the PAI, the elevtion institution and the television institution match well. The elction institution influences the subject using the political advertising, and the television institution influences whether the use must be paid and what kind of channel can broadcast the political advertising. |
