中文摘要 | 兩岸直接通航後,台灣海峽勢將造成航路之擁擠與交錯複雜,且三、四月間多霧,建立分道通航制確有必要。當分道制建妥並經國際海事組織個(IMO)核可後,航經船舶就應遵循國際海上避碰規則之規定使用分道通航區並處理碰撞危機,但避碰規則僅作原則性之描述,航海人員如不能對其中內涵意義作實質正確之理解與應用,極易導生海難意外,因此本文以1972年國際海上避碰規則有關船舶使用分道通航制之規定為主體,就台灣海峽現存之水域特殊環境,來探究船舶航經分道通航區時,應予注意之事項,以達安全快捷之通行。 |
英文摘要 | The traffic route in the Taiwan Strait would become heavy and complex as soon as vessels are allowed to travel directly between both sides of the strait. As fog usually occurs in every March and April in the waterway, the establishment of Traffic Separation Schemes (TSS) is no doubt considered necessary in this area. When TSS is built Up and thereafter approved by the IMO, all the vessels passing through it must be in compliance with the International Regulations for Preventing collision at Sea both in navigating and taking collision avoidance actions. However, each rule of the regulations is in fact only described in principle and by few wordings. If the navigator does not clearly understand the real and broader meanings of the contents of the rule and therefore applies them in wrong way, it is quite easy to cause a marine casualty. In this regards, based on the Regulations for Preventing Collisions at Sea, 1972 in respect of the TSS and in consideration of the local special circumstances in the Taiwan Strait, this paper emphasized the key points of vessels navigating and passing through the TSS in a safe and fast manner. |
