英文摘要 | The Ministry of Education is granting increasing autonomy to Taiwan'stertiary education institutions, meanwhile leaving the universities to fend forthemselves financially. This double increase in responsibility has sent apanic wave through many an august body comprising senior faculty andadministrators alike. As we reach for the nearest expedient, it behooves usto take a calm look at our goals, and refer to fiscal and educational reformsbeing tested elsewhere. This is the account of the dramatic restructuring ofBennington College in 1994 which sent shock waves through the entireAmerican intellectual fabric. In one fell swoop, the college eliminated onethird of its faculty many of whom were tenured. and abolished thedepartmental system (called divisions at Bennington), thus eliminating theself-serving v/restle for funding and space so common to all campus Senatedebates. They further devised to contract out skill-oriented tuition likelanguage courses, and forged cooperative programs with many externalinstitutions. New part-time faculty are hired on contract only to teach theirspecialty and take on no administrative load. Astonishingly (to those who donot know Bennington), they intend to reduce student tuition by 10?.o in orderto attract more numbers. In this ingenius recombination of resources theCollege has boldly launched a program that will cut costs and raisestandards in a well-rounded, general liberal arts education that should bestudied carefully by all those interested in undergraduate teaching. |
