中文摘要 | 本研究根據歷年(民國78至89年)本校招生資料,從人力資源配置的角度,以資料 包絡分析 (DEA, Data Envelopment Analysis) 剖析本校各科系人力調整方案, 並以 Malmquist 生產力指標 (Malmquist Productivity Index) 評估各科系相對效率,作為改進 建議之論證。 本研究之 DEA 模型分別採用橫斷面及斷面分析各科系之營運效率, 進而將 Malmquist 生產力指標亦分解為效率變化、技術變化,前者又可分解為規模變化、純技術效 率變化,後者亦分解為投入技術效率偏向、產出技術效率偏向及技術變化成分之變動量,皆 用以測度歷年各科系效率變化的原因。實證結果發現部分科系,例如:財務金融系和企業管 理系之 DEA 模型分析結果皆有優於平均水準之表現,然其 Malmquist 生產力指標,在採用 固定樣本 (pooling) 所作之比較則明顯落後平均水準, 說明本校過去人力資源配置之作法 ,在面臨升格問題時,有必要作適切的調整。 |
英文摘要 | From the viewpoint of resource allocation of human capital, this study tries to evaluate the performance of each Department of Takming College since 1989. Adopting Data Envelopment Analysis (DEA) and Malmquist Productivity Index, we measure the efficiencies of the decision making units of this school. The former includes time series analysis and cross section analysis. The latter can be defined as two components: efficiency change and technical change. Furthermore, to trace the source of efficiencies of each department, both of them consist of scale change, pure efficiency change, input bias technical change, output bias technical change and magnitude of technical change component. Following the empirical test, we find out the Department of Financial and Banking and Department of Business Administratin had relative good performance on the measurement of DEA model. However, their efficiencies of Malmquist Productivity Index show quite different results. This study tells us something should be done within the policy of resource allocation of human capital of Takming College. |
