中文摘要 | 近年來國內休閒人口大幅成長,旅遊消費者的消費意識也不斷提升,加上國內旅 遊業的市場秩序尚未有效建立,使得旅遊糾紛案例層出不窮,造成觀光局、旅遊業者及旅客 三者間的困擾。因此,如何加強教育旅客,讓旅客懂得如何保護自己的權益,如何輔導旅行 社讓業者從糾紛事件中吸取教訓,不斷增進專業知識及應變能力,提昇旅遊品質,消弭同業 間之惡性競爭,共同維護旅行業之商業秩序,成為觀光業界最重要課題。有鑑於此,本人藉 著從事旅行社工作經驗,及擔任消費者文教基金會旅遊委員,實際調解旅遊糾紛實務經驗, 並拜訪多位旅行先進前輩所得之珍貴資料,從旅遊糾紛案例之資料,予以系統分析,來探討 下列主題:(一)旅遊糾紛產生之原因(二)常見旅遊糾紛之類別(三)旅遊糾紛之處理( 四)旅遊糾紛的預防及旅客權益之保障。藉此研究分析結果,可作觀光科旅行社管理課程教 學參考,落實技職教育實務取向,使觀光科學生在學期間,即可深入了解旅行社之實況,更 可提供產官學界之參考。 |
英文摘要 | In the recent years, the population who participates the recreational activities has grown rapidly and the consumer's awareness of consuming has also increased. However, the domestic traveling market isn't wellk organized. Thus, a lot of reaveling disputes trouble the Tourism Bureau, tour operators and travelers. Accordingly, the most important issues which the tourism industry faces today are how to better educate travelers so that they can protect their rights on purchasing traveling products, how to help travel agents learn more from traveling disputes so that they can have more professional knowledge and better abilities to cope with various situations immediately, as well as improving the traveling quality and eliminating the ill competition among travel agents, how to keep a sound business order in the market of the tourism industry. Because of these reasons above, with more than seven years of working experiences in the traveling industry and as one of the travel committees at the Taiwan Consumer's Foundation where I have experiences in mediating some traveling disputes, I investigate and systematically analyze some traveling disputes from working experiences and from opinions of many professionals on traveling business. This report is to discuss the following subjects (1) the causes of traveling disputes; (2) the eypes of travelling traveling disputes; (3) the handling of traveling disputes; (4) the prevention against the disputes and the protection of the traveler's traveling rights. This research can be a teaching reference used in the course of travel agentr management, which can make students better understand the practical operation of travel agents and also a reference for those people in the government and the tourism business. |
