中文摘要 | 在運動與性別的倡議上,1994年「國際婦女與運動工作小組(International Working Group on Women and Sport)」發布〈布萊頓宣言(The Brighton Declaration)〉具有指標性意義。2019年,臺灣作為亞洲第一個同性婚姻合法化的國家,顯示性別平等意識在臺灣社會的深化,然而,運動與性別平權在臺灣發展的概貌為何?目的:探究運動與性別倡議分別在國際與臺灣發展的歷程。方法:蒐集國際組織及國內政府之官方文件,以內容分析及歸納比較的策略作為討論依據。結果:國際上,由聯合國最早倡議女性權益奠定基礎,此後,IWG及國際奧林匹克委員會(International Olympic Committee)接續呼應;在國內,運動與性別倡議是跟隨行政院政策而驅動,並未直接受國際運動組織影響。結論:國際間運動與性別平等倡議之議題,從女性平等權益朝向性別平等的概念深化;在臺灣,運動與性別倡議較國際發展趨勢遲緩,不過內容上有對應國際的趨勢。整體來說,國、內外運動與性別平等的倡議,皆顯示由重視女性權益與性別平等而延伸至運動場域。 |
英文摘要 | Background: In 1994, the International Working Group on Women and Sport published the Brighton Declaration, which played a significant role in raising awareness of gender inequality in sports. In 2019, Taiwan became the first Asian country to legalize same-sex marriage, reflecting its commitment to gender equality. Accordingly, how Taiwan's development of gender equality in sports has unfolded since 2019 is a question worthy of explanation. Purpose: This study investigated the process of advocating for sport and gender equality both internationally and in Taiwan. Methods: This study obtained official documents from international and Taiwanese organizations. These documents were then analyzed using content analysis techniques, including categorization and comparison. Results: On the international stage, women's rights were championed initially by the United Nations and subsequently by the International Working Group on Women and Sport and the International Olympic Committee. By contrast, advocacy for sports and gender equality in Taiwan has been primarily driven by the Executive Yuan without direct influence from international sports organizations. Conclusion: Although Taiwan may have been late in calling for gender equality in sports compared with international organizations, its policies are consistent with positive global trends. Overall, evidence suggests that advocacy for sports and gender equality originated from efforts to protect women's rights but has since expanded to encompass broader notions of gender equality within sports. |
