中文摘要 | 減輕組織成員工作壓力是人力資源管理工作相當重要的一環,本研究以工作壓力理論為理論基礎,探討目前政府部門工作壓力和健康管理的相關問題,並提出改善策略及政策建議來減輕政府部門的工作壓力並提昇健康管理的品質。研究方法採用文獻分析及20位相關人士之深度訪談(包括各階層公務員、公務人員協會代表、人事單位管理者,以及醫療健檢部門之管理者與政府衛生主管機關之代表)。針對促進政府部門健康管理,醫療健檢部門、公務員及人事單位與衛生主管機關均表同意意見;其次,本研究發現目前政府部門不注重員工健康管理與相關配套措施不周全情形嚴重,導致公務員自身不注重健康管理。本研究指出我國政府部門健康管理制度之問題,並提出政策建議以為未來相關法規修正之參考。 |
英文摘要 | Reducing the work pressure of the members of the organization is a very important part of human resources management. Based on the work pressure theory, this study explores the related problems of the work pressure and health management of the current government departments and proposes improvement strategies and policy suggestions to health management and reduce the work pressure of government departments. The article uses literature analysis and in-depth interviews with 20 related clients (including civil servants, public servants, association representatives, managers and personnel units, as well as representatives of all sectors of the medical department of the health check and managers of government health authorities). For the issue of enhancing government health management, medical and health inspection departments, civil servants and personnel units and the health authorities are table agreed. The study also found that the current governments hardly pay efforts to the health management of employees and the related measures are not comprehensive, either. Then, it leads the civil servants didn't pay much attention to health management. Finally, the study pointed out the serious problems of the health management system of government departments, and draw policy suggestions for the reference of future regulations amendment. |
