中文摘要 | 研究目的:本計畫以瞭解國內中醫藥現況與困境,擬訂未來管理策略及建議方案,促進產業發展及國際交流合作為目標。期透過本計畫之推動,深入瞭解國內中醫藥產業現況及所遭遇之困境與相關產學之生技發展情形,尋求國際合作之機會,突破困境對策,促進產業發展。 研究方法:一、蒐集中醫藥相關產業名冊二、擬定訪談大綱及徵詢各單位接受訪談意願。三、與中醫藥委員會確認訪談名單四、進行業者實地訪談五、進行各國駐台辦事處訪談六、召開產官學研專家座談會七、擬訂未來中醫藥及其產業發展趨勢與管理策略及建議方案。 結果討論:一、進行業者實地訪談,共計 13家;二、召開 2場專家學者座談會 (一) 10月 25日/中醫產業組專家學者座談會 (二) 10月 27日/中藥產業組專家學者座談會; 三、建議 (一)建立臺灣中藥材 GACP認證制度。(二)推動中藥飲片工廠 GMP。(三)推動臺灣中醫藥精品形象、中醫藥國際化、中藥產業多元化發展。(四)推動中醫藥之健康養生醫療觀光產業。(五)推動中西醫整合。(六)推動中藥製劑健保給付品質分級制度。(七)合理規範中成藥廣告宣傳。(八)醫師法宜修入中醫師專章。(九)推動中藥產品外銷法規鬆綁。 |
英文摘要 | The goal of this study is trying to catch the opinions from different arena: Chinese Medical Doctors; Chinese Medicine Manufactures; Chinese Herbal farmers and distributors; professors and experts from the fields, and Business Representatives from different countries. Thirteen visitings and two forums were processed. The opinions were from the experts of: herbal biotechnologies, herbal pharmaceuticals, herbal GAPs, Chinese medicine hospital and clinics, Chinese Medical University, Medical and pharmaceutical industry development and research center, and three embassies and agents in Taiwan etc... All the interview-reports, minutes of expert forums, and suggestions from academics, manufacturers, consultants, foreign certification guidances for: Chinese medicine practitioner, Chinese herbal dispenser, Chinese herbal medicine practitioner, and acupuncturist, and guidance for herbal drug application were sorted and submitted to our government for flourishing our Chinese Medicine. The interview-opinions were discussed by expert forums; several suggestions were achieved and listed as below: 1. to establish GACP certification system for Taiwanese traditional Chinese medicine (CTM), 2. to promote GMP system for plant of Chinese herbal medicine; 3. to promote the image of our TCM product; to aim at the internationalization and diversification of TCM. 4. to promote the TCM-tourism business. 5. to promote the integration of Chinese and Western medicine. 6. to urge NHI to reimburse TCM by the classification of product quality; 7. to standardize the advertisement of TCM reasonably. 8. to amend a special chapter of TCM physicians in law. 9. to promote the deregulation of TCM exportation. |
