中文摘要 | 目的:探討基層與中階醫務管理人才所需之醫管職能,決定基層與中階醫務管理人才職能指標的相對重要性,並評估醫務管理相關科系之競爭力。方法:以專家決策法進行,第一階段利用「修正式德菲法」(Modified Delphi Method)決定醫管職能指標之相關性;第二階段利用分析網路程序法(Analytic Network Process, ANP)決定醫管職能指標之權重與相依性,並針對相關科系之競爭力進行評選。結果:醫管職能四構面的重要性依序為專業技能、概念技能、領導技能與人際技能。醫管職能指標則以分析思考能力、領導能力、醫療品質管理、溝通協調為最重要。醫務管理系在醫管職能的整體競爭力相對較高,其次為企管商學系與公共衛生系,護理系的競爭力則相對較低。結論:本研究建議醫管教育加強決策能力之養成,課程上加強外語能力課程。政府應重視醫管專業能力的培育,如推動醫管師的專業認證等。 |
英文摘要 | Objectives: This study investigated health care managerial competencies of basic and mid-level health care management personnel, to explore the relative importance of the competency indicators, and to assess the competitiveness of the relevant college departments of health care management. Methods: The expert decision-making method was used in this study. The "Modified Delphi Method" was utilized in the first phase, to determine the association between the indicators of health care managerial competencies. Subsequently, the Analytic Network Process (ANP) was used in the second phase, to decide the weights and dependencies of the indicators, and the competitiveness of the relevant college departments. Results: The primary competencies of health care management were ranked in the following order of importance: professional skills, conceptual skills, leadership skills, and interpersonal skills. Detailed indicators such as analytical thinking skills, leadership ability, health care quality management, communication, and coordination are also ranked as some of the most important indicators of health care managerial competencies. Departments of Health Care Administration were ranked highest in general health care managerial competencies, following the Departments of Public Health. Departments of Nursing were ranked lowest. Conclusion: This study suggests that the decision-making ability of health care management personnel need to be improved and that courses concerning foreign languages need to be emphasized. The government should pay more attention to the cultivation of professional competencies related to health care management, such as promoting national certifications of health care administrators and managers. |
