中文摘要 | 本研究旨在瞭解台中市大班教保服務人員對「扶幼計畫」政策之了解與看法,以進一步探究「扶幼計畫」之現況。本研究以問卷調查法為主,結論有下列七項:一、多數大班教保服務人員已瞭解「扶幼計畫」內容,也多肯定該政策立意甚佳。二、不同年齡、教育程度、任教資格之大班教保服務人員,對「扶幼計畫」實施之了解有顯著差異。三、公私立幼兒園之大班教保服務人員,在「扶幼計畫」之了解與執行面看法上有顯著差異。而不同規模之幼兒園,其對該計畫之執行面與政策面看法上亦有顯著差異。四、41-45歲之教保人員對扶幼計畫之熟稔度較高。五、「扶幼計畫」政策之宣導不足,撥款之行政效率不佳,使幼兒園行政負荷量增加,也產生許多困擾。六、多數大班教保服務人員認為「扶幼計畫」的家戶所得計算標準及請領資格不甚公平。七、「扶幼計畫」請領手續過於繁雜,撥款速度緩慢。 |
英文摘要 | The purpose of this study was to investigate the understanding and views to the ”Supporting Children Project” from aged 5 children's preschool teachers in Taichung City. Further to explore the status of ”Supporting Children Project”. This study used questionnaire. Seven conclusions were as follows: 1. The majority of preschool teachers were already known the content of ”Supporting Children Project”, also affirmed the policy of good intentions. 2. There were significant differences on the perception and views of ”Supporting Children Project” in different ages, educational levels, qualifications of teaching with aged 5 children's preschool teachers. 3. There were significant differences from the aged 5 children's preschool teachers on the perception and the face of implementation of ”Supporting Children Project”. There were also significant differences from the different sizes of kindergarten on the faces of implementation and policy. 4. The preschool teachers whose ages from 41to 45 had highly degree of familiarity to the ”Supporting Children Project”. 5. The ”Supporting Children Project” lacked of policy advocacy. The appropriation procedures lacked of administrative efficiency. The ”Supporting Children Project” increased preschool teachers' administrative load, and produced many problems. 6. Most of aged 5 children's preschool teachers did believe that the calculation of household income standards and receiving eligibility of ”Supporting Children Project” were unfare. 7. Procedures for receiving payments of ”Supporting Children Project” were too complicated. |
