中文摘要 | 由於近來的經濟不景氣,企業裁員頻仍,企業員工人心浮動,為保障自己權利,不得不以成立工會為手段,而外商公司在台面臨員工成立工會來爭取權利,究竟態度為何,值得深入探討。本研究目的以在台的外商公司面臨工會成立的一連串歷程,輔以議題管理的觀點,將處理過程分為:議題起源期、擴大期、組織期、解決期,加上外商公司的被動回應期、積極主動期、被動回應期的搭配,深入瞭解公司目前工會成立的歷程,研究方法方面,資料的收集採取個案研究與參與觀察法配合深度訪談,資料的分析則採酌議題管理的處理精神,共訪談公司管理階層、產業工會人員、學者專家共14人,對整件事情的優缺點作一描述,並提出解決之道與相關的建議。 |
英文摘要 | Layoff is often than not heard in Taiwan in recent years due to sluggish economy and leads the workers to fight for employment rights and interests by forming company unions. Under such circumstances, how should the foreign businesses in Taiwan better respond to their employees’ efforts for self-protection through company unions is indeed a theme worthwhile to discuss. The purpose of this study describes briefly the origin and essential of issue Management as well as the development and various functions of unions. There are four stages in issue management process. Also, there are three responses by American company subsidiary. This study describes the advantages and disadvantages of the entire topic issue by 14 in-depth interviewers. This research then made some conclusive suggestions according to findings to business and scholars. |
