中文摘要 | 考試制度以考試甄用人才,其目的在於達到治理的效能與效率。而政府 治理的效能與效率,關係國家的經濟發展,而經濟發展則是關係到國家的競 爭力。內生成長理論將經濟發展有貢獻的投入要素,特別是人力資本納入考 量,使得內生成長理論對經濟成長的解釋力更加多元動態、更具政策意涵。 本文首先介紹經濟成長相關理論,以及我國考試制度與公部門人力資源,以 從中理解影響國家考試對公務人力的影響因素以及對經濟成長的重要關鍵 性,並以系統思維的因果反饋,來架構國家考試的內動性經濟成長系統模 式,以為國家考試與經濟發展的建議與參考。 |
英文摘要 | National examination system by examination to select civil service, aims to achieve the effectiveness and efficiency of governance. The effectiveness and efficiency of governance relate economic development, which is the engine of national competitiveness. Endogenous growth theory considers the factor inputs of economic development, especially human capital and its dynamic impact, so that endogenous growth theory to explain the growth of a more diverse dynamic, and policy implications. This paper discusses the national examination system of civil service and public sector human resources, in order to understand the factors which national examinations for civil workforce, and important keys to economic growth. Accordingly, the paper provides a systems thinking within the framework of the endogenous dynamic economic growth of national examination system, and advice as follows. |
