中文摘要 | 台灣傳統自產能源缺乏,每年需仰賴98%以上的能源進口,且多集中在政治不穩定的中東地區或南美洲,再加上台灣以能源密集產業的經濟模式關係,如何貫徹能源安全最高指導原則,誠為台灣能源供應策略上的一個重要議題。因為密切關係到經濟發展與社會安定,能源安全供應政策尤其受到重視,各國目前所普遍採行的相關措施不外:分散進口、供應多樣化、和充分安全庫存。所謂雞蛋不要放在同一籃子裡,就是指能源進口不要專注於某一地區或國家,以達到分散政治風險的目的;而供應多樣化的作用,除了可避免某項能源崩潰所帶來的災難之外,同時也可適時避開某些高價能源的使用,選取最合乎成本的能源供應組合,以利國家民生之發達;最後,充分安全庫存,是指藉由一定數量的能源儲存機制,因應國際或國內重大事故所造成的能源供應癱瘓,確保國家經濟的永續經營。 |
英文摘要 | Taiwan not only lacks traditional indigenous energy resources, but each year they import more than 98% energy demand from the politically instable countries, such as the Middle East or South America; moreover, as Taiwan’s economic model of an energy-intensive industry relationship, it is by no means an important issue on how to implement the highest guiding principles of energy safety policy in terms of Taiwan’s energy supply. Due to the close relationship between the economic development and social stability, the energy policy, in terms of secure supply is especially focused by the countries that currently adopt the relevant measures: distributed imports; supply diversification; and full safety stock. The proverb "Do not put all eggs in the same basket" means that the energy imports do should not focus on a particular region or country to achieve the decentralized political purpose; additionally, the supply diversification not only benefits from avoiding an energy crash brought from the outside disaster, but also by avoiding the certain high energy prices. In other words, by establishing the most costive energy supply mix can facilitate the development of a country’s livelihood; To sum up, in order to ensure sustainable management of the national economy, the adequate safety stock is defined by a certain number of energy storage mechanisms, which are in response to international or domestic major accidents caused by paralysis of energy supply. |
