中文摘要 | 人類社會問題經由合作不斷地解決,而合作需要組織,因此有「政府組織」與「企業組織」,但社會問題形形色色,愈來愈多的問題,已不是傳統的第一部門及第二部門所能夠解決的。於是,出現第三部門-「非政府組織」,用以幫助社會凝聚資源、集合力量、解決問題。知識經濟時代,知識工作者掌握了最新知識,創新產品,提升產品附加價值,因此掌控整個經濟大權,知識工作者成為科技新貴,此時,開創進取成為核心價值,社會競爭更行激烈,科技進步更為神速,人類面對文明的衝擊與壓力,不斷地升高,因此心靈的提升與撫慰,至為重要,以人為本的第三部門非政府組織,其重要性勢將與日俱增。本文就知識經濟時代,對第三部門-非政府組織的發展進行SWOT策略分析,為臺灣第三部門-非政府組織的內、外在環境把脈,並在認清主、客觀優劣的情勢之下,探索出一條具有發展潛能的康莊坦途。並以中華民國工商建設研究會為例,說明在知識經濟時代應有的發展策略。 |
英文摘要 | Problems in human societies are solved through cooperation. However, to cooperate needs organizations, hence "governmental organizations" and "corporate organizations." While social problems become more varied and diverse, traditional first department and second department are no longer capable of solving the upcoming problems. Therefore, the third department, "the Non-Governmental Organization (NGO)," is to advise the society to condense the resources, to consolidate the strength and to solve the problems. In the age of knowledge-based economy, knowledge workers are capable of dominating the latest knowledge, elevating added values of products, therefore, controlling the right to the economy; knowledge workers are to become high-tech nobles. By then, being aggressive and exploratory have become the core values of the society, social competitions become more acute, advancements in knowledge take faster, and human beings have to face up to the yet becoming intense civil confrontations and pressures. Therefore, we see more importance in the elevation and soothing of soul and spirit; we see more importance in the human-based NGOs. This paper endeavors to conduct a strategic SWOT analysis of the development of the NGOs in the age of knowledge-based economy. This paper also attempts to examine the inner and outer environment for developing NGOs in Taiwan, to evaluate the pros and cons in the objective and subjective environment, and to explore a pathway proved of potential development. Using the Council for Industrial and Commercial Development R.O.C. (CICD) as case study, we provide explanations how to use strategies for development in the age of knowledge-based economy. |
