中文摘要 | 本文就從台灣食品與藥品管理之人力及資源面探討,分析食品藥物管理局籌備及現況,並比較歐美先進國家之編列情形。經調查與分析,食品藥物管理局成立後在人力及預算上雖有微幅增加,但與遽增之業務量是不比例,造成人員流動頗高。為使我國在藥物食品安全管理更有效率及因應世界潮流,應逐年提高食品與藥物安全相關預算並維持成長,同時擴編前瞻性的人力與預算,才能面對突發事件及日增的業務量。但因政府組織再造對組織員額規劃及發展有諸多限制,建議應考量食品藥物管理局之組織規模與特殊性、提供人力資源管理新思維、開放多元管道進用及對外延攬高科技優秀人才,提升人員素質,以期達到其組織之願景與使命。 |
英文摘要 | The purpose of this article is to evaluate the resources of Taiwan Food and Drug Administration (TFDA) from its preparation stage to current status, as well as to compare with those of other developed countries, including the U.S., U.K., and Korea. Our investigation and analysis revealed, a slight increase in human resources and budgets, since the establishment of TFDA. Due to the dramatic increase in the workloads, the TFDA suffers high staff turnover. To make our drug and food safety management more efficientand meet world trends, the government should increase its funding of TFDA to ensure its steady growth and ensure it has the human resources and budgets to face the challenges of emerging issues and increased workloads. Human resources at TFDA are constrained by the government reorganization. In this article we propose a new approach to human resource management and external recruitment of high quality personnel for the TFDA to help the organization broaden its vision and achieve its goals. |
